Huawei Digital Energy Technology Co., Ltd. released the "White Paper on Low Carbon Smart County Solutions", covering "PV+Organization", "PV+Campus", "PV+Rural Revitalization The white paper covers multi-scene solutions such as "PV+Organization", "PV+Campus" and "PV+Rural Revitalization". According to Huawei's calculations, the technically exploitable potential of distributed PV in China in 2025 is 1.49 billion kilowatts, of which rural areas, urban housing rooftop PV and industrial and mining plants, totaling 1.33 billion kilowatts, account for 89% of the total technically exploitable potential, and will be an important support for China to achieve the "double carbon" goal.

Distributed photovoltaic refers to photovoltaic power generation facilities that are built near the customer's site and operate in a way that is self-generated on the customer's side, with excess power going online and balanced and regulated in the distribution system.

Distributed photovoltaic power generation has the advantages of small investment, flexible assembly, low voltage grid connection in the vicinity and fast power consumption. The development of distributed PV is conducive to solving the problem of inconsistency between power generation and load in China, as well as significantly reducing transmission losses, reducing reliance on large power grids, and easing the investment pressure on power grids.

China's distributed photovoltaic power generation has ranked first in the world for five consecutive years. Distributed photovoltaic power generation has shown explosive growth in the last 3 years. According to the National Energy Board comprehensive department officially issued "on the submission of the whole county (city, district) roof distributed photovoltaic development pilot program notice", encourage the pilot area development of distributed photovoltaic power plant.

In recent years, China's distributed photovoltaic development is faster, in 2015 the installed capacity of distributed photovoltaic only 6.06 million kilowatts, to 2021 exceeded 100 million kilowatts, reaching 107.5 million kilowatts. From a structural point of view, the proportion of distributed PV installed capacity to total PV installed capacity has increased from 14% in 2015 to 35.1% in 2021.
